  1. Direct all mobile phone operators in the State to keep their Communication on Wheels ready for immediate deployment focusing on Alappuzha, Idukki, Wayanad and Palakkad

  2. Direct BSNL to ensure that the mobile phone, land phone, hot line and internet of State EOC (located in the Headquarters of KSDMA at Thiruvananthapuram) and District EOCs (located in District Collectorates) are not disconnected or obstructed. BSNL shall at districts ensure immediate restoration of the connectivity to these numbers in case of disruption.

  3. All Mobile Towers in Kerala should be operational 24 x 7

  4. Sufficient diesel needs to be stocked to ensure that they can operate even during power failures for at least 3 days during the monsoon season

  5. Alternate diesel supply routes should be worked out to ensure that diesel supply don't get trapped in flood waters or landslides

  6. It may be appropriate to pre-position at least one ready to move CoW at Idukki and one at Wayanad as we expect hindrance to communication in these districts. If such CoWs are moved, information of the contact persons may kindly be provided to this office too for coordination.

  7. Uninterrupted telecommunication and internet support should be ensured to the State Emergency Operations Centre (Observatory Hills, Thiruvananthapuram), District Emergency Operations Centres (in all District Collectorates) and Taluk Control Rooms (Taluk Offices) as these are the nerve centres of emergency operations during the monsoon season.

  8. In case fiber optical lines are disrupted, the telecommunication providers may undertake necessary repair of such disruptions after written approval of the Deputy Director General, Technology, Dept. of Telecom, Kerala LSA, Ernakulam under intimation to the State and concerned District Emergency Operations Centre.
